Start with dated photographs from your own side, taken at the same spot each month through the growing season. If the house is rented, the landlord or letting agent is the person to contact, not the tenant. If the stand is on open or unowned land, such as a verge or canal edge, find out who looks after it before writing. Keep tone factual and avoid blaming anyone.
Give it a reasonable period, perhaps a few weeks, then follow up in writing and keep a copy. If the neighbour will not engage, your record, a survey and written requests are what you would show if you later take advice from a solicitor or mediator. Check whether your home insurance or legal expenses cover helps. Meanwhile do not spray or dig beyond your boundary, and do not trespass to inspect. You can still manage your own side, and an early barrier plan may protect your garden while the dispute is settled.
